Ginger Scoggins, PE, CEM, CxA, FASHRAE
Ginger Scoggins is a licensed mechanical engineer with 34 years of experience. She is the President and Co-owner of Engineered Designs, Inc., a full-service engineering which she founded 25 years ago. Ginger is also a certified commissioning agent, as well as a certified energy manager, and works on the design and commissioning of projects ranging from $4 million construction cost up to $90 million construction cost. Her focus is on designing high-performing buildings across a wide variety of markets.
 In addition to running her firm, Ginger is heavily involved in ASHRAE (American Society of Heating, Refrigerating and Air-conditioning engineers) since 1988 when she joined the Triangle Chapter in Raleigh, becoming the first female president of the chapter in the 1995-96 year, the first female Regional Vice-chair, and the first female Director & Regional Chair for Region IV. Ginger was recently named a Fellow of the organization and is the current President-Elect for ASHRAE.

George W. (Billy) Austin, Jr., PE, BCxP, BEAP, BEMP, CEM, CHD, CPD, HBDP, HFDP, LEED BD+C, OPMP
Served three years as a design engineer with General Dynamics (Defense Contractor) in Ontario, CA - design of cryogenics system (detector chip cooling system) for the RAM heat-seeking missile. Served eight years as a Vice President of United Mechanical Corporation in Charlotte, NC. Served three years as senior design engineer at Peterson Associates in Charlotte, NC - Hospital HVAC and plumbing system design. Served eight years as senior design engineer at Mechanical Contractors, Inc., Charlotte, NC. Has served as Principal of Shultz Engineering Group since 2007. Has personally received thirteen ASHRAE Excellence in Technology Award winning projects. Project experience includes Forsyth Cancer Center Medical Office, and multiple projects at Moore Regional and Northeast Medical hospitals

ASHRAE Director of Member Services

Joyce Abrams
Joyce Abrams has served as ASHRAE’s director of member services since 2012. Prior to that, she served as the Society’s group manager of education and certification.
 
Joyce supports volunteer leaders in the management of the Society’s international member recruitment, promotion and retention program, which includes students and Young Engineers in ASHRAE (YEA); the activities of its almost 200 chapters and 15 regions, including the Presidential Award of Excellence program, the Distinguished Lecturer program and Tech Hour webcasts; customer service; and meetings and conferences, including the ASHRAE Annual and Winter Conferences and topical conferences, as well as the Honors and Awards programs.
 
She began work at ASHRAE in 2006, overseeing development and implementation of ASHRAE’s first six certification programs and multitude of ASHRAE Learning Institute Courses to help promote ASHRAE as a leader in industry professional development. She also served as staff liaison to the Certification Committee and the Professional Development Committee.
 
Before joining ASHRAE, Joyce was an Assistant Vice President in the education and training division of the Atlanta-based Life Office Management Association (LOMA), an insurance and financial services association. There, she oversaw the design and development of credentialing programs and courses and course materials. She also managed the development and/or production of up to 35 college-level textbooks or online courses a year.
 
A resident of Atlanta, Joyce has a master’s of science degree in mass communications from Indiana University and a juris doctorate and a bachelor’s of arts degree in journalism from the University of Georgia.
